The only thing that keeps a city safe is the police force that operates there. It is also the only thing that keeps criminals at bay. However, they are not immortal. Some of their encounters with criminals can be fatal for both sides. This means that they have to be careful with their planning and their execution. If they do have fatalities, they have to honor and remember those who gave their lives for the safety of the public.

When the local police department loses a member, they go into a mourning phase. This is especially true if they lost someone in the line of fire. They have special police mourning flags that they set up so they could properly honor the dead. This act is not limited to the police department. The families of the dead actually have the option to have the same flags set up in their homes so that they can have something similar. This act of honoring the dead is actually a way to recognize the value of the sacrifice for the greater good. It is also a way to tell people that someone just died protecting them.

After the mourning phase, the name of the dead police officer is added to a hall of names. This is to make sure that the ones who gave their lives defending society are remembered. They also have police remembrance flags so that they won't be forgotten. This is done so that they people will know that their freedom and the security that they enjoy comes with a price that few are willing to pay. And the only way to repay the ones who are left is to simply remember the ones who gave up their lives.
